Last week saw the launch of Phase 1 of a new sector-wide Transformation Capability Framework for local government.
Commissioned by the Local Government Association to support councils of all sizes, and delivering all types of change and transformation, the framework was co-produced with councils, for councils, supported by the Change Network team.
Covering ten different functional areas, the framework is designed to help councils to understand the knowledge, skills and behaviours needed to deliver transformational change, and to consider the wider conditions for success that need to be in place.
More than 300 councils came together to celebrate the launch of the framework, and to share best practice at a hybrid LGA Transformation conference this week.
“It’s been an absolute privilege to be involved in shaping the transformation framework, working with a group of talented and committed colleagues across local government,” said Kate Lindley, Change Network Director.
“The energy, creativity and collaboration from everyone involved has been a pleasure to see – and a great reminder of the amazing work taking place right across the sector.”
Alongside the framework, Change Network has licenced its own 7C’s Conditions for Success model for free use sector wide. Already used by a number of councils and other public sector bodies, the 7Cs is designed to be a simple framework to support organisations to ensure essentials for successful change and transformation are continually considered before, and during, the delivery of it.
“It’s easy to embark on projects and get lost in the ‘nuts and bolts of delivery.” Adds Georgia Thwaites, Change Network Director. “Our 7Cs model is designed to help councils stop and think about what’s really needed to make change stick.”
“Local government provides critical services to all of us, and we know not all councils, and especially smaller ones, can afford to spend on external support, so we’re keen to work in the open for everyone’s benefit – it’s important to us that we give something back.”
